A justice advocate says she's not surprised by the findings of a Ministry of Justice report that 26 percent of the most highly victimised people are Māori.
The Crime and Victims Survey also found that four percent of New Zealand adults experience 47 percent of all crime.
Julia Whaipooti says this shows the current system doesn't work and certainly doesn't for Maori.
