The Principal Youth Court Judge, John Walker, is calling for much more support for youth offenders when they're released to stop the high rates of re-offending.
Latest figures show 90 percent of the most serious young offenders will be back before the courts within two years.
Mr Walker says that's because they are often simply dropped back into their dysfunctional families with no support.
