Kiribati ferry tragedy report says crew regularly drunk

A report into the sinking of a ferry in Kiribati last year has found the crew was regularly drunk and the boat was not licensed to operate in the open ocean. 95 people died in the tragedy. A Commission of Inquiry's report was released yesterday. Susie speaks to Jamie Tahana from RNZ Pacific about where the report lays the blame.
