Health Minister David Clark says the government's new cancer plan will see the creation of an independent agency inside the Ministry of Health to help hold District Health Boards accountable.
Mr Clark says in the longer-term, the government will look to make sunscreens a pharmacy-grade product to help prevent cancer, but it is not reducing the accessibility of alcohol.
