A researcher is warning parents that they cannot trust that their children are getting quality care and education at early childhood centres.
Mike Bedford says it is too hard for the Education Ministry to kick out poor performers and standards and funding need improving.
He says in some cases New Zealand's minimum requirements are among the lowest in the developed world.
