Former NZ Treasury Secretary and incoming Governor of the Central Bank of Ireland Gabriel Makhlouf has written to Ireland's Minister for Finance telling him he could have done a better job dealing with this year's Budget breach.
Mr Makhlouf takes up his new role next month.
