A Ngāpuhi representative is astounded the government has spent more than $10 million trying to get the iwi into treaty settlement negotiations.
Ngāpuhi has been unable to establish a mandate to enter into settlement talks since it first engaged with the Crown in 2009.
New figures show the government's failed attempt to establish a new mandate model last year - known as the Tuhono process - cost $1.4 million.
