National Party leader Simon Bridges says the Treasury Secretary may be the fall-guy for ministers' false allegations of criminal hacking of Budget documents.
The State Services Commission is looking into Gabriel Makhlouf's statements, his advice to the minister and his decision to call in the police.
The Budget papers had been accessed by a straightforward search on its website.
Mr Bridges tells Corin Dann the possible explanations are bungling and incompetence or deceit and dirty politics.
