Leaked Cabinet paper raises questions on cannabis vote
A leaked Cabinet paper has raised questions about whether next year's referendum on legalising recreational cannabis will be truly binding. The opposition National Party has published what it says are the four options Cabinet ministers will consider when they meet this morning. Just one of options would see legislation already passed which could then be triggered by a yes vote. The three remaining possibilities would put a more general question to the public or ask voters to consider a specific policy framework or draft legislation.
