Scooters could have faced 10km/h limit years ago

Newly released documents show flip flopping by a transport regulator skittled attempts to impose a tight speed limit on scooters on footpaths. They show several road control authorities pushed for a speed limit of just 10km/h to cut down risks to pedestrians.
