Man wears swastika outside Palmerston North mosque, not charged

The police are defending their decision not to charge a man, who three days after the terror attacks, stood outside a Palmerston North mosque wearing a swastika. But they say his details have been entered into the police intelligence system. Phil Pennington has been looking into this. He talks to Philippa Tolley.
