A former tourist business owner in Hawke's Bay is accusing the Conservation Department of an 'over-the-top' reaction to safety at Cape Kidnappers. A Hastings district councillor who used to own Gannet Beach Adventures, Rod Heaps, speaks to Philippa Tolley.
