Documents obtained by RNZ show the Department of Conservation was warned a decade ago that slips and rockfalls at Cape Kidnappers were a "significant" and "unacceptable risk" to visitors. The iconic walk along the beach to the famous gannet colony has been closed to the public since two young Korean tourists were seriously injured by a massive rockfall in January.
