James Shaw pushes for promised tax reforms

The government doesn't deserve to be relected unless it introduces a Capital Gains Tax, the Greens co-leader has suggested. He's also hinting his party may eventually pull out of rules which limit government spending. James Shaw talks to Guyon Espiner.
