A union is crying mischief after some proposals were leaked out of a report which seeks to shake up industrial relations. A panel - chaired by the former National Prime Minister Jim Bolger - has delivered recommendations to the government on how best to set up Fair Pay Agreements. Those are industry-wide agreements which would set minimum terms and conditions for all workers in the same sector or occupation. The full report has yet to be released - but National has learned some of the details. Here's our political reporter Craig McCulloch.
