COP24 hopes slashed, climate change rules not strict enough

Hopes are fading that the COP-24 climate talks in Poland will produce strict enough rules on implementing emissions cuts to make a substantial difference to the climate. Delegates from almost 200 nations have been working on the rules for how to implement the 20-15 Paris Agreement. After two weeks of discussions, reaching a consensus on how best to go about it has proved difficult. Matt McGrath is in Poland covering the conference.
