Fees-free policy having little impact on school-leavers

Schools and tertiary institutions are seeing no evidence the government's fee-free policy is encouraging school-leavers to enrol in tertiary study next year. They say the policy is failing to reach the neediest students and the teens now enrolling in university and polytechnics for 2019 would have gone regardless of the scheme. Some say the money would be better spent on scholarships and support for children from low-income families. Here's RNZ education correspondent, John Gerritsen.
