Abuse inquiry to have ability to compel institutions to talk

The inquiry into abuse in religious and state institutions will have the ability to compel people and institutions to appear before it. The Royal Commission's Terms of Reference were gazetted yesterday and set out who can be heard by the inquiry and the scope of its powers. RNZ deputy political editor Chris Bramwell has the report.
