Govt must understand gang culture to fix prison problems - advocates

A Black Power member is telling the government it must work with gangs and get to grips with gang culture if it has any chance of cutting the number of Maori in jail. More than half of the prison population is Maori, and many of them are have gang affiliations. Justice Minister Andrew Little wants Maori to have more of say in how to solve the problem but he's being told that means learning about a culture that means family for many inmates.
