The mayor of Horowhenua has lost power over his discretionary fund after documents show more than half of its payments last year didn't meet the fund's criteria. But Mayor Michael Feyen, who approved the grants, says they were all run by management before getting signed off, and the fuss around this is just another attempt by other councillors to make him look bad.
