Education Minister defends tertiary fees-free policy

The tertiary sector is welcoming a $31.7 million boost from the government. But why is the money being announced now and not in the Budget? And what do updated student enrolment figures reveal about the success so far of the government's no fees policy? Chris Hipkins is Minister of Education. He tells Guyon Espiner he wants graduates debt-free. But what evidence is there about reducing inequality? Mr Hipkins says we can hold him to account on shifting tertiary participation rates.
