Gangs carrying high-powered weapons are threatening to derail a fragile peace in Papua New Guinea's Southern Highlands. Last Friday the PNG government declared a state of emergency in the province for the next nine months after a mob went on a rampage in the capital of Mendi, destroying a commercial aircraft and setting fire to the local courthouse, the provincial governor's house and other buildings.
