Pre-school boss on hold for hour to report at-risk child

A pre-school manager says she had to wait on the phone for a total of 51 minutes yesterday to report an at risk child to Oranga Tamariki. She says she's worried members of the public being made to wait such a long may give up and cases of child abuse may go unreported.
