Major shortcomings in Australian detention agency

An investigation has found massive shortcomings by the Australian federal agency in charge of the detention of hundreds of New Zealanders. The independent investigator called in by the government has found the power to detain people is not being used fairly and lawfully. RNZ's Phil Pennington has been looking into it, and joins Guyon Espiner with the details.
