International student influx - less skilled permanent residents

New Zealand's new permanent residents are now less skilled than five years ago because some international students are using the student visa scheme to get residence. There has been plenty of debate in recent years about the impact of the international student sector on residence numbers and the job market, and the way the previous National government managed the $4 billion-a-year industry. Officials advising new government ministers have outlined the problems, risks and suggested way forward in documents RNZ has obtained under the Official Information Act.
