James Shaw unveils Carbon Zero plan

The Government has unveiled a new plan to reduce carbon emissions. And the first step will be public consultation leading to the introduction of a Zero Carbon bill to Parliament. The proposed law will establish new climate change targets and set up an independent Climate Change Commission. James Shaw tells Guyon Espiner as Climate Change Minister he would advise against allowing new mining permits, but he says the new legislation puts New Zealand on track to being free of fossil fuels.
