Quake strengthening costs could force demolitions

Heritage enthusiasts fear that if the owners of a historic building in Whanganui are given permission to demolish it, it could trigger a domino effect. The owners of Number 1 Victoria Avenue - at the gateway to the CBD from the south - say it's not economically viable to earthquake strengthen the building, and they have been unable to sell it.
