Hapū near Whangarei are appealing for help to challenge plans to build a large water-bottling factory across the road from Poroti Springs. .
"It's devastating. We have no skills... to respond to these applications. These consents commonly cost from $20,000. This one's a fifty-grander," Millan Ruka told RNZ reporter Lois Williams.
