Kaikoura mayor grateful region didn't get full force of tsunami

The fact that the seabed lifted during November's earthquake was "probably the saving grace" according to Kaikoura's mayor, Winston Gray. A review by the Ministry of Civil Defence found an almost 7 metre tsunami generated by the earthquake the tsunami would have caused more damage to the region if it hadn't occurred at low tide and the land hadn't been simultaneously lifted upwards.
