Open letter from HRC demands apology

Human Rights Commission calls for an inquiry and an apology for abuse and neglect in state institutions with open letter to the Government.  Disability Rights commissioner, Paul Gibson, thinks there is a need to improve system for vulnerable people - not just for children. "The knowledge we need to build on is not just the past 20 years."
