Skills shortfall could put other projects at risk

The chief executive of the Building Construction Industry Training Organisation, Warwick Quinn, says there's already a shortage of construction workers - so the Kaikoura repairs will just add to that pressure. He says workers will move north from Christchurch but the issue will be where to house them.
