Govt's $2.5b sweetener for local councils on water reforms

The government has put a $2.5 billion sweetener on the table, to get local councils onboard with massive three waters reforms. The Prime Minister is right now speaking to councillors and mayors at the Local Government conference in Blenheim. RNZ's political reporter Katie Scotcher tells Māni Dunlop how the money could be spent.
