Prisoners handcuffed before and after birth, reports Children's Commissioner

The Children's Commission is concerned some women prisoners are being put in handcuffs before and after giving birth. The Department of Corrections Prison Operations Manual says 'no mechanical restraint can be used under any circumstances' on women giving birth. But a 2019 report into the Auckland Women's Mothers and Babies Unit found that could be happening. The Assistant Māori Commissioner for children, Glenis Philip-Barbara, joins Meriana Johnsen.
