The Ministry of Social Development has revealed that more than 60 percent of the money it has spent on settling historic abuse claims has gone on operational costs, legal aid and external legal fees.

It has told the Royal Commission on Abuse in Care that as of June, it had received just over 4,000 claims and resolved nearly half of them at a cost of $77-million.
