A report from the Independent Police Conduct Authority has found a Christchurch police officer overrode his superior, and refused to stop a pursuit which ended with two innocent people being injured.

The car being chased in May last year went on to the wrong side of the road, prompting the pursuit controller to direct it to be abandoned - which was refused by the officer driving.
