An independent report has found the Defence Force is still severely lacking in addressing sexual violence, harrasment and bullying.
Operation Respect was implemented four years ago, and has resulted in new processes, tools, training and sexual assault response teams.
But the Chair of the Operation Respect Steering Group, Chief of Air Force Air Vice Marshal Andrew Clark, says changing the culture takes a long time.
