Resources for claimants to the Waitangi Tribunal

How bad is the resourcing gap between the Crown and claimants before the Waitangi Tribunal? This week some of the Tribunal's hearings focused on the organisation itself and the difficulties some Maori have in gaining access to resources for which to mount an effective claim. Ngati Hine leader Pita Tipene likened the Crown to a predatory hawk and Maori to kiwi poking about in the dark.
