Councils voice disappointment at mandatory 3 Waters reform

Today the Government made a bold and what would appear to be unpopular announcement to go ahead with the Three Waters Reform. Originally, councils were given the right to opt out of the reform but this morning Local Government Minister Nanaia Mahuta confirmed it will be mandatory.  The new water service plan means billions of dollars of council-owned drinking, waste and storm water infrastructure will be combined into four regional entities. Local Government New Zealand have voiced their concerns and disappointment with today's announcement and their President Stuart Crosby explains what their issues are.
