What does resilience mean outside of major disasters like earthquakes and tsunami?

Today commuters across Wellington faced major challenges after a derailment stopped trains, strained buses and clogged roads, while people in Taupō are continue to conserve water and delay flushing the toilet after burst pipes leaked hundreds of litres of sewage into Lake Taupo and the Waikato River.  

Karyn speaks with the Director of the Ministry of Civil Defence and Emergency, Sarah Stuart-Black, about how to prepare for the unexpected and respond to major disruption at a local level.
