Mental health inquiry: It is transformative enough?

The government today released its long-awaited response to the Mental Health and Addiction Inquiry report, accepting or further considering 38 of the 40 recommmendations. But does this give hope to the sector - or will tomorrow's budget see the can kicked further down the road?
