A law researcher is proposing new 'degrees of murder' could make the criminal justice system fairer for victims and offenders. University of Waikato senior law lecturer Brenda Midson says current legislation doesn't reflect the varying degrees of moral blame in New Zealand homicides. But a top lawyer says moral culpability has nothing to do with whether someone is guilty or not.
