Skipper fined for snagging and dragging runabout

An American skipper's been fined for snagging a family's small fishing boat and dragging it along in the Waitemata Harbour. The father of the family of four was forced to cut the anchor line of his boat to free it from the 17 metre long US vessel, Karma which was on a round-the-world cruise.
