Key stepped into radio deal after it was rejected

The paper trail from a deal to allow radio broadcasters to defer license fee payments shows it was rejected until the Prime Minister stepped in. The Communications Minister Steven Joyce had turned the request down following Treasury advice that it would be a bad move as it would turn the Crown into a bank.
