Brother of slain cop opposes coroner's recommendation

The brother of slain police officer Derek Wootton, says officers should always have the final choice on whether they wear high visibility vests while laying road spikes. The 52 year old sergeant was killed after being hit at high speed, as he tried to lay spikes to stop a dangerous driver in Titahi Bay north of Wellington.
