The threat of legal action's not enough to make Waka Kotahi pump the brakes on its decision to lower the speed limit on a large chunk of the Napier-Taupō Highway.
The maximum speed will drop from 100km/h to 80km/h on State Highway 5 between Rangitaiki and Esk valley from February 18.
The decision has deeply divided locals and now the regional council is is considering legal action to block the move.
