Thousands of people are still without vaccine passes, waiting for their overseas jabs to be added to New Zealand register.
When the Ministry of Health was swamped in the weeks leading up to the traffic light system, it gave out last-minute temporary exemptions.
But they expire tomorrow and many businesses are not accepting them.
