Deputy PM Grant Robertson signalled on Checkpoint that the government is not looking for a strict 90 percent target for Auckland to move out of level 3 to the new protection system.
"We said all along that we weren't going to hold everybody up for the sake of a DHB being at 88 or 89 percent.
"We've always had between the 29th [November] in the programme as a check-in and we want to be pragmatic and reasonable about it.
"We know that people now understand the importance of getting the second dose, we're going to be working doubly hard to make sure that everybody over the next three weeks … comes forward."
He said Cabinet will have a good idea of how numbers are trending by November 29.
