The Covid-19 Response Minister says further limitations on travel from Australia will ensure a spike of Covid-19 cases in Melbourne remains 'low risk' to New Zealand.
The government's also bringing in pre-departure testing for anyone who visited Victoria in the last week, and plans to fly to New Zealand.
