Confidence as Invercargill City Council gets new councillor

Invercargill residents are ready for a breath of fresh air from their council by-election after months of turmoil.

A councillor role has been empty since the deputy mayor resigned in October, citing a toxic environment and the strain of juggling her own duties, as well as those of the city's mayor, Sir Tim Shadbolt.

The council's been under increased scrutiny from the Department of Internal Affairs following reports of in-fighting and serious concerns about their ability to govern.

The by-election wraps up tomorrow, and ratepayers have been telling Tess Brunton whether they think the results will make any difference to their city.
