RMA scrapped to be replaced by three new laws

The Resource Management Act is destined for the scrap heap but its main replacement is two years away.

Successive governments have grappled with the complex and cumbersome planning law that was supposed to have balanced development against protecting the environment.

But an independent review found it has failed in the most fundamental ways.
